My truck has a hard start. It hesitates for just a half of minute. It is what you would call, surging. The truck is in perfect condition. It does occasionally leak at the turbo, and needs what I assume are new o-rings. Nothing else is wrong with it, besides that. The problem does happen to be alittle worse in hot weather. At first it was ocasional, now its frequent and happens ever time i start the truck. After some research I tested the glow plug relay and it seems to be bad. Juat recently i replaced the glow plugs and gpcm. My question is this a cause of that or a whole new problem? Any ideas?

You can't have a Glow plug relay and a GPCM? Which did you test as bad and what are your local ambient temps? Above 50 IMO GP's aren't really even needed.
Rather than a surge I would use the term "Romps" to what I think you are trying to describe. Sometimes that can be oil quality related, IPR/ICP related, or even voltage, and lastely injector related, but don't go and buy new injectors just because yet.
Are you sure it is not a AIH(Air Intake Heater) relay? Here are some pics for reference. But you either have 2 relays or 1 relay and a GPCM, unless you or the previous owner changed the wiring harnesses, and computer to add a GPCM.
This is a non california GPR and AIH, the circled unit would be the GPR, the front is the AIH relay.
