If your bulbs need replacing, sure go with some brighter ones. But dont throw away perfect bulbs, they dont make that big of a difference.
If you get a good lense polishing kit you should be good. I never believed in them. Until one day when my friend's 250 was following me and I noticed a huge difference. I asked if he replaced the bulbs because the old ones were dull and yellow and these were bright and whiter. He said he just used a polishing kit. Actually, he didnt, a detailer did so idk what one it was. But give that a try. Also, you could upgrade to the 2002 lens easilly, or go to the 2005 with a little work.

FYI: I just put the SYLVANIA Silverstar Ultra 9006 headlamps (bulbs) in the truck 2 weeks ago, a good chunk of change for a little return, it is a little bit brighter and a little bit whiter. I would go another route if I had to do it again and when the headlights become my issue to contend with; but they are safe for now as I have other things to work on.
If you really need brighter lights - upgrade the whole thing (housing) if possible. I will watch this thread as my 2003 F-250 will be looking for a reason for me to dump more cash in her...and for whatever reason I have to have bright lights; my personal obsession...don't get me started....good luck!
The best option is an aftermarket driving light set up. But if you just want better around town lighting, try the Hella XENON series bulbs. I had them and they were just like the Sylvania SilverStars but $20 cheaper. You can find them at AutoShepherd.com. You can probably find them other places, but they send me free stuff, so I try to put their name out there. They are good people.
While I'm thinking about it, what's the best way to adjust my headlights?
You can aim your lights on a wall and mark the highest intensity spots with tape before removing the old headlights. Then adjust the new lights to those spots.
Here is a headlight aiming procedure if that doesn't work out.
