Open interstate at 75, 90+ outside temp, AC on. My ECT is 185, Going up a long grade it will get up to 205, Towing up a long grade I will see up to 215 for a short time.
But around town, and on the highway I see 183 to 185. I replaced the t-stat with a Autozone Stant, no change, so I bought a ford one still no change.
I usually see the same of 183 to 192, but most times it stays around 188, with the 183 it will be there for a few minutes and start going back up.
I think I heard that most of the thermostats are around 192 and they are still good at 5* difference (192 thermostat - 5 = 187 (but with CTS I only see it move in increments of 2 so it's usually at 188)).
How are you measuring the temp? A gauge through the OBD port or aftermarket? My first thought would be failed thermostat since they fail in the open position. But since you've replaced it twice...rules that out. Might be the ECT sensor, but I would think it would show some eradicate numbers and not generally "cool" ECT. But like Jon already pointed out, 5 degrees cooler isn't that big of a deal. And 215F while towing is a good number considering some of us get up above 220F rather quick under the same conditions.

i run 192-196, haven't seen it go over 200.
idling in traffic on a 90 degree day, both
ECT and EOT will sit right under 200.
after extensive foot burying, in stop and
go traffic, it's touched 200 a couple times,
but as soon as you quit dumping fuel into
it, and dump in some airflow instead, all
is well.
I was having the same/similar problems and started with the thermostat but that did not help. I kept getting that little wrench light popping on on the instrument panel because the engine was too cool. I ended up having to replace the oil cooler and the EGR cooler to get the engine up to the correct operating temp.

I havent heard this before wrench for too cold
What did you use to monitor temps with?????
Im thinking the wrench light came on because the ECT vs EOT Deltas were beyond the 15* spec after the ECT & EOT were past the 190*
I could be wrong but I dont think the wrench light will turn on for being to cold ECT
