wipers dont fully work?

wipers dont fully work?
whats going on everyone was wondering if someone can lead me to the right direction i have an 02 f150 an when i turn the wipers on they only go up half way then stop then like 10 seconds later they go down but not ALL the way..but on high speed there fine they go up an down fine , its when there on low. can someone tell me whats going on an what do i need to do to fix this please.. thank you

First check that the drive assembly under the outside cowal cover is not binding.
The GEM module controls the wiper speed.
Seems if they go part way up then return after the interval set that it could be the GEM.
Normally the interval runs them a full cycle up and back in one sweep operation then begins the interval all over again.
Check several positions on the interval settings to see if that all act the same.
