Not the best answer here but i did mine just until it felt right... Look for just enough squish of the rubber. Considering the condition of your rubber and the threads, a torque could really be subjective anyway. There is always threadlocker if it makes you feel better; or a jam nut which might be better.
Its been awhile since I replaced mine but if I'm not mistaken, wont the two halves of the mounting hardware interlock with each other, preventing overtightening? IIRC I tightened mine down until they were really snug and wouldnt turn anymore without an extension and there is little to no squish, the top and bottom pieces are cone shaped and interlock with each other when tight?

That's exactly how I did mine with the same results, I used all new hardware also
