It is not a new problem. The bolts rattled out of my '06 too. I put 2 regular machines screws back in it with nylock nuts on the back. It clipped on at one side, and bolted on the other side. I'm not sure how the '10 and up is different, but I'll bet there is a way to get some screws through the bumper.

Curious, I thought the sd's and the excursions were very much alike, but I guess it was different design with my excursions cuz they never moved

an 02, 03, and 05 all with lots of miles when I traded... I'd just bolt it down somehow and be done with it.... probably take less time than all these post

Mine never fell off, and I only noticed it because it had slid over off center. I don't know how long I drove without any screws. They have it designed so that it hangs on there pretty good even without screws, and the screws just keep it from walking away. As I recall it was sorta like woodscrews into plastic tabs in the bumper. Which are bound to loosen up sooner or later. Some locknuts are the answer to that problem.
