Spent the day cleaning up the wiper assembly, thanks for the view it made it easy to take it out. Unfortunately no joy, as a matter of fact it's not working as well as before. The paper gasket was in pieces so I made a new one but don't think it's the best seal. Going to take it apart again tomorrow and try again. Thanks again for the help.
Lastly should there be vacuum on the wipers both on and off? It seems like there's a strong hold on the wipers when they are secured.

Sorry, what I know about vacuum wipers (other than they suck), you could easily put in a thimble.
I know its the way the truck was when new and you want to keep it that way. But if your wife uses the truck as a driver I would take a strong look at finding original electric wipers or doing what Walston has done, it's not that expensive or difficult. Just my opinion, not to be pushy!
