Check the plugs and adjust the timing and A/F ratio accordingly.
Double check the plug wires, cap/rotor and ignition coil. How about the float level. If the rebuilder set the float too high it will be rich all the time, making adjustments irrelevent. Also check the fuel pressure, it may be fine but it's possible it could have excessive pressure causing the needle to come off the seat.

thanks for the ideas, 90f150moneypit...the plugs, wires, cap and rotor all are new. I am using the ignition box off of my 1978 302 for the 86 351w. I know the firing orders are different between the 2 engines, would that make a difference what ignition box I use? Also, what kind of tool do I need to adjust my A/F mixture? the screws are at the base of the carb,looks like it will take a special tool of some kind to adjust them...thanks again, Ben
It may be an allen wrench, or similar but not sure. The box should be fine, DurasparkII.
Just making sure here, the cam is stock correct?
If it has a cam in it that could explain the burning of the eyes.
My Mustang has a Comp cam with 244 deg @.050 duration that will make your eyes water, of course it doesn't idle below 1K RPM either.
