Unfortunately high pressure oil problem or FICM. Double check connectors are fully seated they can be a PITA. Both sides of each of the three connectors should "click". An other possibility is IPR screen. Sometimes disturbing some of the sludge inside the engine or even lint from shop rags will take it out. Assuming it's cranking over quickly and batteries have a good charge? Low pressure oil ok? You can check by pulling oil filter and hold drain valve down with screwdriver to see if filter housing fills. Maybe fuel pressure or flow? Same kind of check with fuel filter removed.
Here is the no-start three from the Tech folder:
https://www.ford-trucks.com/forums/8...condition.html
Good luck and welcome to FTE!

Looks like you're going to need a code reader/scantool. somthing to see ICP and IPR. Many guys here have the ScanGauge II, does a good job and it's pretty inexpensive as monitors go ($150 or so). If you buy or borrow a tool, at a minimum it needs to be OBDII and CAN compliant to read codes. It must display live data to do much troubleshooting. Some auto parts stores have a tool loaner program.
It's tempting to skip ahead on that no-start checklist but verify everything you can as you go through it. For example it only takes a couple of minutes to find and press the button on the fuel cut-off switch. Bismic did a great job of logically stepping through the process of trying to get one fired back up. It could be somthing easy if the big stuff is ok.

So far from what i can tell is a fuel issue. When cranking,it wants to start but just wont fire. If an oil pressure problem it wont try to start?? Thats what happened when i put hpop in. One trend ive found so far is after i do oil change and filer change( ford filter) i notice different noise from truck. Almost a bafling sound after excellaration like as if the air intake is leaking?? Yes weird... Then gone away but this time a no start? I heard the noise last night but didnt act on it because it always cleans up and runs fine after couple days.

So, what is your FICM voltage? Have you borrowed a scan too to look for codes?
What is your cranking ICP volts / pressure?

What specifically did you do t the FICM?

Did you unstall a brand new HPOP?

So, do you have FICM, Cam and Crank sync?

Your Turbo veins are sticking and turbo Needs cleaning

or a Bad sensor

the Cha Cha Cha sound is a turbo Fart from overboost

I wouldnt think Turbo Overboost would stop it from starting but never know I guess

Dont put it off to long overboost can lift heads off the deck

so you might have a couple diffrent problems

You Need a AE with the Ford Bundle would be the Best

Even a ScanGaugeII would help rule things out

Have you tried to start with the ICP unplugged??????????????????????????

Have you looked at the Wires that go to the Fan Clutch Right where it crosses from engine to thre Fan at the Plug

got fuel in the Upper Fuel Bowel???

You tried a Diffrent Ficm and What Else?????

Im trying to locate a scan tool and start eliminating some stuff. Oil good. Fuel good. Checked the wires going to fan clutch. Gonna unplug the icp in morning as its late now. No indications of oil leaks under valve covers. Trying to spend as much time as i can on this one as im installing egr delete with my brother on his truck and replacing the y pipes and exhust manifold on right side. Tried taking short cuts on the turbo removal and struggled to get in back in place. We didnt remove the oil bowl so it was like wrestling a bear. Got it in, in the process we broke a wire right in front of turbo so now looking up to see what sencer that would be. Always something with these trucks.

Yes it ran. We know it is the low pressure oil censer in front of turbo by oil bowl. Now just have to replace plug. Still lots of work to do before starting.

Check your FICM relay. If your not getting any logic power you won't be firing injectors. You can just use 2 jumpers and jump it out. Pull the fuse for it first though so you don't blow it.

I removed my turbo today before removing oil filter. Didn't seem like a big deal.
