I'd vote for re-doing the compression check with the throttle open. Record the readings after three hits on each cylinder. I think it may bring out a difference that wasn't obvious with the intake restricted.
Vacuum gauge is important too, it will tell you if the valves are seating. Is this a hydraulic lifter engine? Are valve clearances adjustable?

Good idea on retesting the compression correctly. A Y block will never be a hydraulic lifter engine. I'll let you hear that sound of those cool mechanical lifters when you get to KY.
And I would hope he has checked for valve clearance, .016. Maybe not. And are the rockers oiling as they should? Lots of oil? Lubrication starvation was a problem with the old oils or if the engine has been neglected.
OP, check the routing of those plug wires as has been suggested.
Get and use a vacuum gauge.
Now, to see if you are getting a strong burn in the cylinders try this.
Take some crayon, you know, the kind kids play with and put a mark on the exhaust manifold, an inch out from the mounting flange. Run the engine and see that the crayon melts on each port. You can do this crayon thing with the engine running 'cause the crayon will burn off, we hope
Have you checked the firing order 1-5-4-8-6-3-7-2 . is five and seven swapped.

Ok well since i dont have my shop manual yet im relying on internet info. Is a 59 y block cylinder numer order 1234 passenger and 5678 passenger? Dist rotation CC? If so then previous owner may have the firing order messed up. Thanks

Yes. You are correct. And when set up correctly, Number one at the distributor is toward the firewall.

FOUND IT!! 3&4 were swapped. Shes running good now thanks to all you really good mechanics. This may be one of the best most knowlegable forums on the net. Sorry for my sloppy typing, im in my shop using my smart phone. This key pad is microscopic for my big fingertips...haha

Here's How to Post Pictures:
1. Login to FTE.
2.Click User CP (In the Top Left Hand Corner)
3.(On the Left, There will be a list, The 5th Option Down, will say "Pictures & Albums) Click That.
4.Then, Click Add Album, Enter a title, and description, if ya want to.
5. Click Upload Pictures, Then click Browse, Locate the Files of your truck. (You can add 3 files at a time)
5. Click Upload.
6. Add a description to the individual pictures, then click save.
7. Add more files if ya want.
8. Click The Picture you want to post, it will give you two codes at the bottom, Right Click The Second one (It say's BB Code, Then Say's [IMG]http:blahblahblah...[/IMG])
Then, Once that is highlighted, Right Click, Then Copy, Then Paste it into your post.
You can add up to 30 Images in one FTE Post.

It seems awkward, but whenever you "insert a picture" to one of these threads, the forum is looking for the picture somewhere on the web (which is always available) rather than from somewhere on your hard drive (which isn't always available).
