My early 99 seems to have more HP, than the 2000 model, although in different trucks with different transmission it is hard to do direct comparison.
Early 99 turbo has bottom compressor housing bolt inaccessible behind valve cover, while later turbo has the bolts higher and they can be removed without removing the turbo.
Kajtek1, I appreciate it. I think I'm being a little too "**** retentive" as they say. I mean the truck is listed $2000 under fair KBB value as it is and he's more than likely going to go down another $500, allowing me to purchase it for $6000 total.
For a diesel that's about as good of a deal as I'm going to get. I can't expect a new one for that price. Heck, there are older 7.3's out there with twice as many miles selling for way above what this one is being sold for.
The seller, a postmaster himself as it turns out but for the US Postal office, not sure what your title means, has been more than co-operative and honest and more than willing to answer any and all of my concerns. He has the receipts for the new clutch and master clutch something or another which only went out after him owning it for 9 years. He's also put new front pads.
It looks immaculate and I believe the gentleman when he says there is nothing to worry about, runs and drives excellent, and him being from what I believe to be an honest and good guy says a lot for the truck in itself. He's an older guy and very polite.
The truck is really clean, I think I'll be more than happy with it once I drive it tomorrow morning and I mean drive it. He's coming with me for a good hour long trot around the town.

I test drove the 1999 this morning. Solid truck, perfect clutch, no leaks. Up close there are some scratches not visible in these pics but it is going to be a work truck. 174,300 for 6k. Thoughts anyone?

Early 99's had squared off looking u bolts on the front end springs. Late 99's ( I believe ) had rounded off u bolts. Besides that, each engine available had a little more power in later 99's. And later 99's had fog lights in the front bumper.
Thanks bud. If I purchase it which I'm all set to do, this would be my first 250 and my first diesel, kind of like a practice truck.
I no longer care about early or late, that thing will never be put to the test with what I need it for which is simple reliability. I doubt it'll even see 1/10th of it's full capacity.
I've also got that 2001 automatic to test out this evening. Almost ready to pull the trigger, almost.
That truck would never even realize it has a constant 800-1000 lbs in the bed. Loaded tool box, generator and a/c equipment. That's the extent of my payload needs.

In the pic with the doors open from the passenger side: You can hardly tell it's there but on the other side of the truck is my 1998 Ford Windstar 3.0 Vulcan V6. It was a US Postal service van. Last year I paid $1350 for it with 54,999 miles on it. My generator and two condensers and tools are in it. That thing runs very good as well but it's a friggin' mini van. Tools and junk scattered all over the place, no organization. Plus, pulling up to a customer's home in a minivan? A construction site? Uh uh. So yes, any reliable truck that I can put a gazillion miles on will do.

Looks to be a solid truck. Nice shape for its age. If I was in the market I'd be all over it. In that vintage of truck I would go manual tranny simply because I'd be worried about the shape of the tranny. Also this one has tow mirrors. They make life 100% better than the little nemo mirrors. With 800-1500lbs in the back it should ride like a caddy. Nice and smooth
Vintage huh? Glad I waited and test drove this one. 2001 137,xxx miles and it simply smoked that 1999, like going through a time space continuum or something, just night and day. Interior is newer, running boards, automatic with a shift kit. And it flew! $5400, so much more noticable power. Comes with RK locking (meaning with keys) tool box. It does have scratches and a lot that are not visible until you are right up on it which is why the price is so low. The paint on the hood is cracking in areas as well but again, you can't tell until you're leaning up on the truck. I can have that repaired if and when, no worries. Mechanically, holy crud!

It does look pretty good. I also like that fact that it is a 2001 verus a 1999. How big of a deal is that? Are there any changes between those yars? Am I just being mental about buying an older model truck?
There are 2 flavors of the 99 (mine is an "early" 99). Seems that in April (I think) they made some changes. I do not have a list of them all but there were some front suspension changes (sway bar links and such) and I believe there was a change regarding the turbo as well. Not a bad thing necessarily - just a thing

This guy has a brand new Corvette, a brand new Camaro and two F-350's, one older and one brand new. By brand new I mean 2011 and 2012's. All of these vehicles are sitting on 22 acres, this one simply sitting outdoors in the sun while the rest in a garage which is partially why the paint has issues, I'd assume. He's barely driven it in 8 months or so he says. Obviously the truck has been used for work but it's mechanically no where near beaten up.
Dood works in the oil field, lot's of money and just wants this one and the new 350 gone for some reason. I think he mentioned his wife is pregnant.
Not a leak on it! I will go through it again tomorrow though, thanks. He's having it inspected today.
