A while ago I got it back to the shop late and had the headlights on, when I went to shut the headlights off, the parking lamps stayed on. I wiggled the switch around to no avail the parking lights would not shut off. I finally un-hooked both batteries, and they shut off,the stayed off when I hooked the batteries back up. I figured a relay, I have checked every relay I can find, and still have the same issue. If I unhook the batteries they shut off. I tried unhooking the switch, they still stayed on. I have no clue where to go now I have a early 1999 F350

The parking light circuit is basically just a fuse protected switch and light bulbs. The only other components connected to it are the remote keyless entry relay, generic electronic module and trailer running lamp relay (if equipped).
Since you don't have RKE and the lights stayed on with the switch disconnected, I would look at the generic electronics module. The GEM is known to do strange things after getting wet from a leaking windshield.

The trailer running lamp relay would be in a fuse box correct. I have tried removing every relay I can find and no avail nothhing works. Im going to get a GEM and try that out.
My 99 wiring diagram shows the trailer running lamp relay located at the instrument panel relay block. Try unplugging the GEM and see if the problem goes away before replacing anything.
Tried that, no luck, It was a cab and chassis and has a flatbed on it now. I wouldnt think that would make a difference on it though.... This is starting to wear me thin. Thanks for all the help this far
I'm thinking there is a short between the parking lights and some other circuit that keeps them lit after power is removed, but what that other circuit might be is anyone's guess. The strange part is that the lights don't come back on after you reconnect the batteries.
I would try to isolate different parts of the parking light circuit and see if the problem stops. The flatbed would probably be the easiest place to start. See if there is a wiring harness connector that isolates the body when unplugged. If there is, unplug it and repeat your parking light test.
If you can't locate a harness connector try removing the parking light bulbs one at a time and see if the problem changes. I have seen strange things happen when dual filament bulbs develop an internal short circuit or lose a ground connection.
Wish I could be more specific, but it's tough without having the truck in front of me.
Another thought ... you might also want to try to reset the lights by removing fuses one at a time instead of disconnecting the batteries. That might lead us to where the trouble is.
