check Fust 16 (15 Amp max) as stated above, if ok check BEHIND the cig tray (slides out, just forget exactly how to get it out) and check wires (should IIRC be blue) and see if that has been cut (say to splice a CB in previously) if cut, repair it (properly please)....

As for the wiring...Most times, the wires simply need to be plugged back in..
1 is a spade connector, and the other is a terminal/lug style...They don't interchange...

Wires are being crossed somewhere then....
Make sure that no dimes/pennies have fallen into the cigarette lighter receptacle.....That'll pop fuses all day long..

I just had mine out today. It looks like it's pretty easy to pinch those wires in that socket so make sure they've not been pinched like mine. I'm going to have to do some r&r on it to fix it.
