2005 fuel filter replacement

2005 fuel filter replacement
I have searched and found conflicting results, so I have some questions.
1. Do I need a fuel line tool? One side has a blue clip, other does not.
2. How do I relieve pressure? Fuse? Battery? If you say inertia switch, where is it?
