It is 1 of three things either the bendix is broken or the teeth on the bendix or teeth on the flywheel or both are worn down.

Quick simple test. Remove the wire with the rubber boot from the starter relay. Does it still crank non stop?

like 87 XLT suggested, pull the small wire with the rubber boot off the solinoid/starter relay..your ignition switch could be stuck/sticking... i had this issue with an ignition switch from Checker Auto parts(now O'reilly)

The starter relay mounted up near the battery internally connects the BIG red wire from the battery directly to the BIG wire leading down to the starter. If the relay sticks, or the small wire with the boot is sending power from the ignition switch, the big wires will be connected and the starter will keep cranking over.... even after you turn the key to OFF or RUN.
If you want to test the relay, disconnect the big wire leading to the starter so it won't be powered before testing, and use a test light to see if power is present on the large terminal. You would connect the test light to the terminal, and the other test light connection to ground. If the relay works, the test light will light every time you turn the key to 'START', and turn off when you return the key to ON or OFF. If the light stays lit, you have a relay problem.
