Trailer brakes

I suppose this is the wrong forum but how much voltage should there be at the trailer plug for the trailer brakes. Im getting about 1.9.with the brake pedal depressed truck running. First time Ive ever had to diagnose trailer brakes, but that seems a little low.

Do you have the built in TBC?

With the gain maxed out and brakes activated I'm pretty sure you should have 12v. The less gain you have the less voltage of course.
