V-10 idle question

V-10 idle question
It seems like my fast idle is not working. When I start the engine the idle immediately goes down to what I would call normal idle speed, doesn't matter if the engine is warm or cold. It does not vary at all. It is a 97 and I recall it used to idle up when I started it, especially when it is cold. Any ideas?
