Yes I would say so
They take it apart and put a Plate inbetween where the exhaust meets the EGR Cooler it stops the exhaust flow into the intake manafold but still uses the egr cooler for the Coolant Path
you get some of the same benifits as a Full deleate with one exception if the EGR Cooler ever leaks it will dump coolant into the intake manafold and it will find its way to the cylinders
EGR Cooler removal or welded Plugs at both of the ends of egr cooler is the only wat to be 100% free of the egr cooler Failure
I know people that bought a cooler with welded plugs at both ends and still had it Leak coolant the HOT/COLD cycles stress the welds. The Bottom line is has to be welded by someone that can Tig weld stainless

No worries, I'm not that good at describing things to be honest and I understand what you mean. I'm right there w/ ya b/c I'm usually the one getting screwed over.
Well, I dropped the truck off on Monday morning to have the exhaust leak fixed. They called me today and said they were able to get the exhaust sealed up and running normal again. I wanted to say thanks to you guys for your advice. The way the mechanic put it was that he used alittle it of each to get it back together. Unfortunately I am on duty today and couldnt go pick it up and drive it.
