The flange is the part with the wheel studs in it I believe.

So if I read this correctly I can change to a late model hub, and rotor and the caliper will bolt up without change or shimming?

Just saw this since I haven't logged into FTE for a while. But yes, that is correct! And after several years now I have not any issues.
