Need help with occasional starting issues...
Ok, here's the deal. Occasionally my 96 PSD will not start, and is becomeing more frequent. Sometimes it has white smoke (usually when cold), sometimes it does not. I am getting a reading on the Tach which I believe eliminates the cps. Wiring harness is fine, vcg's are fairly new as are the uvc wiring harnesses and gp's. I think this narrows my potential issues to the gpr or icp. Tonight when the problem presented itself I found that the constant hot wire, the one with the rubber boot, on the gpr was particularly hot. Not so hot that I could not hold onto it, but more hot that the other wires under the hood. Can anyone confirm my suspision, or point me in the right direction?
Any help is greatly appreciated.

No I really do not have an issue with the cold. I just noticed that when the outside air temp is below 40 I occasionally get white smoke, and it is worse when it does not want to start. I have 1500 miles on current oil. I have used Castrol in all my gas engines with good results and have been using Castrol's diesel blend in this truck. Not sure where to find a Stancor relay, but I have had great service in the past with my local Napa and was considering going to them for one of their relays. I was just looking for some confirmation that I was on the right track before I spent the money. THe last thing I want to do is start replacing parts that might actually be good.
Thank you,

I thought of that but had not had the problem again until tonight. Shut the truck off for a while and when I got in to start it up the problem presented itself again. Without turning the ignition switch off I unplugged the ICP then tried starting again and it started, somewhat rough but it started. It also displayed the CEL with this start. I shut it off and plugged the ICP back in, cycling the GPR. When I started it this time it started right up nice and smooth with no CEL. Still perplexed, I think I am in the ball park but I am not sure if I am out in left field or maybe closer to home.
Thanks,

No oil that I could tell, none on my finger when I rubbed it across the end of the plug. I have had it unlpugged during the day and could not see any then either.
