Stewart has it right, it is a shielding wire to keep outside interference out of the injectors wires at the same time keeping any interference inside of the loom so your radio doesn't sound funny and stuff. My guess with the diesel injector wires it is there more to keep outside interference out.
Shield wire is used all over the place now days from o2 wiring to spark plug wires, very common.

Naw, it's really the other way around.
Any signal that is ten times more voltage than anything else in the truck, at several instantaneous amps, is not likely to be the signal affected by outside sources.
Would this work on my wife? Wrap stainless mesh wire around her, Ground that wire at the panel and all her"noise" would stop? I would be able to hear the TV? She could talk to herself and hear me, but i wouldn't be able to hear her and she wouldn't affect the TV!.. Awsome !
My experience with this wire in question. I had to replace my glow plug, valve cover harness connector due to the female side was burnt, male side was ok must have been a previous owner issue. Any way, while I had the whole top end harness on the work bench replacing the connectors and deteriorated split looms I found this wire as well. It is wrapped around the glow plug, injector and common wire and then what looks like aluminum foil is wrapped around the 10 wires and then electrical tape around the foil. The other end goes to the other valve cover glow plug connector, as far as I could tell the bare wire does not connect to a ground, the PCM or any other connectors, it is just wrapped around the 9 wires between the two valve cover connectors. I should have taken photos, oops, I will remember next time if I find another head scratcher.
