The 82's had aluminum intake manifolds - at least 2 out of 2 I've owned - and I was at least smart enough to not use the 1/2" ratchet to REALLY tighten things down when the thermostat started leaking. But, I confess I did snug it up GOOD with the 3/8" ratchet. Still leaked. That's when I discovered that the bolts are different lengths. And, btw, if you follow the fastener's link in my sig and download the file you'll find that the driver's side bolt is the short one.
Did the aluminum manifolds have "Ford" written on them and a firing order? If not, I'll bet they weren't OEM. I have never encountered an aluminum OEM manifold from this era, cast-iron was the material of the day for some reason.

They said Ford, had the firing order, and an engineering #. Don't know if I kept pictures of the good one, but both 82 351W's I bought had the same manifold with the same problem - the front and rear water passage flanges were corroded badly. On the one I kept, the "good one", I had it heliarced up and was able to save it. The other one was so far gone that I sent it to salvage.
I haven't found any book anywhere that mentions aluminum 2bbl manifolds, but I assure you they were there in at least 82 if not other years. I'll look for the #'s off them when I get home, but don't hold your breath.
I found 'em in the parts book... 351W aluminum intake manifold... looks like 1980 vans sometimes sometimes had 'em, and possibly 1981/85 8500#-GVW & below 2V trucks & vans could have 'em Just have never seen or heard of one myself....
Let me guess, the bolt completely stripped out the thread in the riser. I had this exact same problem on 5" risers I bought from J&P cycles. I was maaaaad.... End of hijack.
Yup... I've got a 99 Springer and if you pulled hard on the bars they'd move. So I tried to tighten them up just a hair more and pop... There go the threads. So I helicoiled all 4. Haven't had a problem since.
To the OP, this is going to suck but if you can't get a drill in there by removing stuff you'll have to take the manifold off. Get creative on removing stuff. Pull the Dizzy, yank the fan and shroud if you have to, even pull the radiator to get an extra couple inches...

2010 Heritage here... Didn't think of helicoil. I just replaced them with my old risers...
I'm not sure on the 351s but if the water neck is on the top, I couldn't imagine too many things getting in the way. You may have to remove the dizzy but if you're careful you won't throw the timing way off. Other than that I can't think of anything else getting in the way.
