Can you replace the metal clips that hold the fuses into there right spot? I have a couple spots with no clips at all?
Those spots might not have been used in your truck. Manufacturers tend to make wiring and fuse blocks "universal" but just leave certain spots out that the truck doesn't need due to several different options. Check to see if power goes to any of the spots when you have the keys on first. If there's no power going to any of them, then you don't have to install any of the retaining clips.
To answer your question, yes you can - but it takes a great deal of patience and dexterity. They come out from behind. It's typically easiest to do this with the harness completely removed from the dash - and as such, you really should only ever have to do this when you're rebuilding a wiring harness.
Which leads me to my next point - as justforkicks said, if you're missing some clips, there probably was nothing there to begin with. An example is the fuse for the tank switching solenoid (later models) - if you have a single tank, that fuse will be blank and missing a clip on one side.
