I'm pretty sure it'd be a flat tappet engine. My son has a 302 in his 66 Mustang...when we did the rebuild, the Napa parts guy helped us track it down a little, mainly for the water pump. He said it was from an 87 or so Brougham (I think Crown Vic Brougham).
That's not much to go on, so hopefully someone else can weigh in with some visual indicator that would tell you that it's roller or flat.
I would say no it is not a roller motor. In that time frame I believe the rollers only came in the Mustang; however, if I am not mistaken the block is machined for the lifter holder (not sure of correct name) in the lifter valley under the intake.
What is the firing order on it? If its 15426378 its non roller and if its 13726548 its a roller motor (cyl. 1-4 pass. side cyl. 5-8 driver side just in case you werent sure) thats the way i always checked them... I think in the mustangs it was in 1986 they started useing the roller motors..

There's no such thing as a Crown Vic Brougham.
1983/86 LTD and Mercury Marquis were mid-sized Fox bodies. The Brougham was the "top of the line." In 1985 & 1986, these cars were available with two different 302's, one of which was the same hipo used in Mustang's.
Many 1985/86 LTD's with/without the hipo engines were used as Police Cruisers, predating the Crown Vic versions.
I bought a 1983 LTD Brougham brand new, but shoulda waited a coupla years. The only engines available in 1983 were the 200 I-6 and the awful 3.8L V6. So, obviously mine had the 200.
My other son has a 66 Mustang with that 200 I-6. It's a great engine in that light car...I'd think that it'd be a little under powered for a heavy luxury car.
Anyway...I'm just going from what the counter guy at Napa said with respect t getting parts for the 302. Based on the water pump style, he said that the timing cover and water pump were from a Brougham. It is a flat tappet engine....& the firing order is 15426378. I'm curious now, so I'll have a look at the block casting numbers to see if I can get a date code.

The 1983/86 LTD & Mercury Marquis are not heavy luxury cars.
These are mid-sized cars and share the same unitized Fox body structure with 1978/83 Fairmont/Zephyr (what they replaced in the Ford/Mercury lineup), 1979/91 Mustang/Capri, 1983/88 T-Bird/Cougar and etc.
The only Brougham FoMoCo made in the 1980's will be found in 1983/86 LTD/Mercury Marquis. 1985/86's were available with the same hipo 302 used in Mustang's.
Geez Louise, I bought a 1983 LTD brand new, and was a Ford partsman from 1962 thru 1997, so who are you gonna believe...me or some cluck that works for NAPA?
The previous Brougham (4dr) and Landau (2dr) were 1975/78 LTD's...gas guzzling oversized tubs that shared the same body on frame construction as 1972/79 Lincoln Town Cars.
The LTD was downsized in 1979, the name was replaced by Crown Victoria in 1982. The Crown Vic has soldiered on ever since with only one styling change. Today, Crown Vics are only sold as Taxi's and Police Cruisers.
The 1983/86 midsized LTD is not the same as the previous LTD nor the Crown Vic.
In 1986, the new Taurus/Sable replaced the LTD/Marquis in the Ford/Merc lineup, as the 1983/86 LTD/Marquis had replaced the 1978/83 Fairmont/Zephyr.
