Steering column help

Multi-part question here. I'll start with the most important...

There is a gray plastic clip with an electrical tang that goes down beside the ignition tumbler. It has a black wire with a pink stripe coming off of it. It is cracked, and sometimes I have to wiggle it into a "sweet spot" to start the truck. Obviously, I need to fix/replace this, but to do so, I need to know what it is.

Second question: when I bought the truck, it was missing the plastic shrouds from the steering column (probably due to the issue above). I'm wanting to get these also, but I'm confused on what interchanges with it.
a) When I look at Auto Meter's upper shroud with the gauge hole, they give a range of 99-05. They have one for auto and one for manual, but they make no distinction between tilt and non-tilt.
b)When I look on Ebay for the lower shroud, I get a listing for part# F75Z3530BAD, but it lists a year range of 00-04 (I can't find a 99 except in the LD F150 body style). Again, no distinction between tilt and non-tilt.
c) When I look on car-part.com for entire steering columns (no option for just the shroud), they say the range is 99-00. Naturally, there IS a distinction between tilt and non-tilt.

It's just two measly pieces of plastic trim, what do I need to be looking for? Further info- my truck is a non-tilt column shift without cruise.

Third question: According to car-part.com, a local yard across town from me has a tilt column out of a 99 that they listed as "stripped". I shot them an email to see what exactly was stripped, but judging on past dealings with them, they probably mean the wheel, air bag, shrouds and switches. Are the switches/etc the same as a non tilt? In other words, could I swap what I have over to a tilt?

The black with pink strip is for the door chimes, I've had mine removed and taped to eliminate door chimes.

Sorry I do not know for certain on the shrouds, but I would think they are the same from 99-2005.

So, is it normal that when the gray plastic thing with the tang (that said wire goes into) is not in place, I lose power to the dash & radio, and lose the ability to start the truck?

Like I mentioned, the gray plastic thing is cracked on mine, so it tends to fall out or not be in the right spot, so I have to wiggle it sometimes to start the truck.
