Years ago, turbos were considered a muffling device.
Ever hear a straight-piped, naturally aspirated Detroit two-stroke engine at full throttle? They'll shatter eardrums across a football field. They were called "screaming Jimmies" for a REASON.
Note that these engines haven't been built in 40 years. They were common in the '60's and '70's in the trucking industry, as well as in industrial stationary applications, like water pumping and power generation. They've long since been phased out in favor of smaller, quieter, more fuel efficient engines. I'm not even 100% sure you can buy parts for them any more.
Turbos made a significant difference in how much noise these engines (and others like them in the same time frame) produced when operating.
Two or three years ago, the regulation approving a turbo for an exhaust muffling device was rescinded at the federal level. I can probably do some digging and find the specific chapter-and-verse if there's interest.
