this may sound stupid, but here goes, check your air cleaner, get some diesel clean (POWER SERVICES)and dump it in your fuel canister (when the truck is warmed up) then run it to clean your injectors. On mine I could sure here the turbo after that (for some reason). If your ebpv is closed i don't think it would have any power, but maybe that's it.

Grab ahold of the end and see how much it wiggles.
It should move just slightly.
not much.
Then take it and try and spin it like you'd do a pinwheel.
It should freely spin easily and keep spinning.
if the turbo checks out and you have a catalytic converter, I bet your cat is plugged.
