Question Need Help with Brake Problem ?

On my 1997 F 250 4x4 7.3L powersroke, I am having brake problem-
When I apply bakes the pedal is soft and the brakes slow but don't stop then if I immeadiatly hit the pedal again as if pumping the pedal the pedal is hard and there are no brakes, when I hit the pedal I can hear a hissing sound under the dash.
I was under the assumption that it was the power booster so I replaced it
and I still have no brakes and still have the hissing sound under the dash when I hit the brake pedal.
Did I get a faulty power booster or is there a problem elsewhere?
I pulled the vacum line to the booster with truck running and it has vacum when I hold my thumb over it, it doesn't seem like much, but then I don't know how much vacum its supposed to be drawing.
Any helpful info from fellow members is deeply appreciated.

Sounds like it might be a vacuum leak somewhere other than the booster.

I would say they need to be bled, but I would hunt down that hiss first.
