I don't know what the "precise" reason is for the lights, but I do understand it is a DOT requirement for commercial vehicles. My 2005 F350 DRW work truck had them and I hauled cars all over the country. I wish I had the option to order my truck because I would have detailed the options just as I wanted them. However, the lights were not on the truck I got but they are also fairly easily added. The same can't be said for the nav system WITHOUT A MOON ROOF. I looked at my options, cut my losses, and I got what I have - no marker lights, plus a few other things - it had upfitter switches and no 5th wheel prep, again the 5th wheel can be added and since I got a long bed I can get a fixed hitch (B&W TurnOver = no slider needed for anything).

I ordered my truck w/o navigation....I added it later. It can be done. Found a guy who didn't want the nav from his 2011 king ranch. Had Ford install it.,,cost me less than 1,000. I love it.

Clearance lights are standard equipment on dual rear wheels whereas they are Optional Equipment($55.00) on single rear wheel F350/F250. That's why you will find some with and some without on dealer's lots.
I have them for two reasons, one I think they look "Super Duty" and second for a safety reason that has not been addressed here. We have a country place that we frequent quite often. It has three miles of gravel road after you leave the highway with numerous small hills and curves. You can see trucks with clearance lights coming over these small hills for quite a distance before you see the headlights and the same on some curves. The lights give the approaching drivers a heads up so they can slow down and get ready for the approaching vehicle.
That is another really good reason I had not thought about thank you.

Bought my truck from dealer stock-couldn't wait for an order. It didn't come with them, I wanted them, so I added them!
Check out my avatar...
Mach...in your avatar there is a huge color difference for your headlights to your driving lights. Have you considered changing your headlight bulbs to something brighter like maybe some HID?

It has nothing to do with commercial vehicles. The "precise" reason is very simple. If you are wider than 8'6", they are required. If you are not, they are an accessory.

How can you tell? Those are his parking/turn signal lights on. His headlights are off.

The top lights in the headlight housing are the parking lights and he appears to have brighter aftermarket fog lights.
Headlights are off.
