It looked like a Fairlane - but from what we know now it must have been a prototype Renault 'Le Car'

Hey, now they can drive the fastest American car that will do 0-60 in under 5 seconds. Of course that can only do it once.
I drove a LeCar (lime green), it was the car with which I learned to drive a standard, so it has a fondness in my heart. Of course, it was the only car on the lot that probably had a driver's manual that actually explained how to drive standard.

I agree with Greywolf that it is a Fairlane, I think that's what the email I read earlier said 
The email I saw had a story with it, something like this:
After holding a terrorist captive and questioning him for 27 days, the U.S. Navy set him free and get in his car and head home. This is part of the new Terrorist Catch and Release Program initiated this year.
That's not exact but the jist of the story. Still funny just seeing the picture
As for could the Duke's have cleared the water? Not without a ramp at the end to get the angle right
