Hey guys. Heres is my problem. I have a 99' F250 early build 7.3 turbo.
Once it got cold here i started noticing a vacuum/whining noise at low throttle, low RPM untill the truck is warmed up. When this noise happens it loses almost all the boost. I can give it more gas and i hear the suction back up and everything is back to normal. After about 10 minutes the truck warms up more and it doesnt do it.
I have had it to 2 mechanics and no one seems to know.
Sounds like the ebpv which is activated to help the truck warm up. You can unplug it and see if the prob goes away! It's the plug right under the turbo. It's not hurting anything just gets kinda annoying?
Run a quick search for EBPV (exhaust back pressure valve) and/or look into cold start threads. The ebpv redirects exhaust back to the engine in order to speed the warm-up process. Mine likes to operate (while driving) around 1500 rpms (1400 - 1700 rpms??). It stops when I accelerate harder, or when the engine is warmed-up.
the Cold Start threads are good reads this time of year.

. This is what I'd be worried about, these two mechanics! Stick around and for the most part with your diagnosing you won't need them! You'll be able to tell them what the problem is and how to fix it!

So this is normal? This is my first diesel and am taking a trip in it on tuesday, just dont want to hurt anything if something is wrong.

Normal and effective at warming the engine. Idles should start around 600 RPM and then up another 300 or so when the valve closes. Makes more noise, too, and it will do it while driving if the engine is still cold and RPMs are low.
Necessary? Depends on your point of view and location. There are many who have deleted the EBPV and/or the wastegate.
As a fellow first timer- search the forums to learn how to properly unplug and stopper the system to verify the EBPV is what you're hearing then put is all back together. Run it "stock" for a few months to learn how it sounds and feels. Then starting changing things. It helps to have a baseline to diagnosis any changes in performance. Again, just my opinion.
The best to you ! I would echo that this site is your best source for diagnostic help. If it's happened to a 7.3, this site has documented it, and the fix is usually posted (for those who enjoy tinkering, fix'in and saving money).
I'd say you are fine and normal. Others have described a "hissing" associated with the loss of power ... in my truck this quits as soon as more pedal is applied. Here's a great quote that describes my experience ... hope it helps. From SilverBullet131313's:
My truck does exactly the same thing as the OP. When it is cold out or just very cold air....32 or below , my truck when crusing at light light throttle...like holding speeds 30, 40 50 whatever. Probably less then 10% throttle, my ebv will close as i am driving. The second i apply more throttle past a certain point if kicks right off and opens right up and the hissing noise goes away. Its definitely not stuck, as someone suggested, as you can hear it opening and closing at the right times. It has done this in cold winters for the 7 years i have owned it. Rustang67...i think you are 100% fine and definitely would not go looking for problems that probably don't exist.
Lol. Yea he said the HPOP was bad, the turbo was bad, the ECM needed to be replaced and he only used genuine ford parts. Wanted to charge me $630 for a day of labor!
Oh, and this is a guy that does it on the side... After asking him if this would absolutely solve my problem he said he was unsure but it was a good start. Thats my favorite part....
OK guys i just went through this problem and i noticed nobody brought up ebp tube, this was my problem, go to www.guzzle7pt3.com/ebps.php and this will show what to do in detail to fix the problem. i think the dealer call it a erg tube,but its is on the front of the motor behind the idler pulley and goes to the passenger manifold.this tube gets plugged or rotts in half.the sensor and tube tells the ebpv on the turbo to open and close. if its clogged or cracked/rotted/has holes the ebpv on turbo opens and closes at the wrong time causing whinning and throttle problems
