99 F-350, 216,000 mi. Driving down the road came to stop sign and when I started again it died. Will crank and rpm's show but no start. Replaced CPS and no help. Some oil on ICP, cleaned and unplugged still no start. Oil level is fine in motor.

You used terms like CPS and ICP so I am going to assume you are talking about the 7.3 liter....
Does your wait to start light come on? If not, check fuse #30 under the dash and replace if blown. Then, before you attempt to restart the engine, open the hood and unplug the fuel bowl heater. It's on the back of the bowl, down low.
Start the engine and drive away. No need to fix the heater unless you want your Water In Fuel light to function.
Remove the top plug from your HPOP and check to see that the oil is within 1" of the top of the reservoir. If your HPOP won't stay full, your engine won't start.
Yes. I took the cap off resivoir and it was full of fuel and filter seemed fine. I have noticed in the last month or so that the engine was getting dirty with some kind of residue. I suspect that the HPOP may be leaking somewhere and that it is low on oil. I will check it out tomorrow.
