I just installed a known good FICM and the voltage is all over the place between 22.5 and 48. Good batteries. It is an 03 model and mine is an 05 model.

I seem to recall reading here about some people having problems with the grounds. Attaching a separate ground from the FICM to a good block ground solved the problem. Maybe you've got something like that going on.
