I have replaced the modulator and check for Vac on it.
I have the Vac coming from a 4 barrel holley. Someone told me to move the Vac line to come off the intake manifold for better Vac...
hmmmm....maybe there's something wrong in the valve body that won't let it shift to 3rd. It obviously has enough vacuum to shift from 1st to 2nd.

Vac. on the intake is proper placement for the line to the tranny. I have a stalk that runs the brake booster & tranny on mine.
Since you have a swap in, you might have shift alignment issues. Get the truck stabilized, wheels chocked, go under and check the clicks on the the tranny itself against the column position. You have to have it right on the tranny end even if you miss at the column. Remove the nut at the shift arm/shift linkage and calibrate it.
The alignment could be off and the tranny not actually be in drive. Been there done that.
