After you do the foil delete you will hear the whistle of the turbo much clearer. My guess would be if you just started to hear this new sound after you did the foil delete it may be air being sucked it through the boots or clamps. If this is in fact the case you don't want to suck in unfiltered air through the turbo. Be completely sure that pipe is tight when you reinstalled it. Unfiltered air into the turbo will damage it as well as the engine...quick!
After doing my foil delete and 6637 I have had a few passengers ask if there leg was going to be sucked in by the turbo if they got too close to the dash! LOL It sounds cool to me. What you hear just may be normal.
