Check your glow plug relay, seems like it might not be opening. The trouble shooting thread is a sticky at the top of the forum page.

No WTS light usually signals something wrong with relay. Unless you are in -0 temps, you shouldn't need a block heater.

The sticky is the first 2 or 3 threads at the top of the page with the READ FIRST in red. They never move.

It should have started eventually even without plugs in 40's temps....

CAUTION:

DO NOT crank more than 20 seconds at a time, and give a full 2min cool down time to the starter before cranking again....

Starters aren't cheap on these!

I hope your kidding star...... that's sad if true.

Both my IDI's have started in the 40-50's temps without plugs, one was the camper when it had 3 bad plugs, and the controller was only coming on for 1 second, and even the 7.3 eventually started when it to has bad plugs and light wasn't coming on.

Guess they got good compression

That would be the 7.3 in my 94 F250 but the 6.9 in my 83 F250 4X4 will start just about anytime without glow plugs When I checked them last week, only one appears to be good and two have the connectors rusted off.

I agree, if all else was working properly it should have started even with no glowplugs. How are your batteries? Cooler temps can drain old batteries and your batteries need to be good to crank these motors over fast enough. If your batteries are good check to make sure you're getting fuel to the injectors.

My "Wait to Start" light stopped coming on and it ended up being my glow plug controller.

No damage will be caused to the engine from excessive cranking, but the starter needs abour 2 minutes cool down time between 20 seconds of cranking.
