i have a 1993 f250 7.3 idi. tried to start it today and got no wait to start light. this is not unusual for my truck may take a few times it get the light to come on and the glow plugs to fire. but this time it never fired, after 15 min and god knows how many tries i gave up. not wanting to make anything worse i go to you all for help.
There should still be a sticky at the top of the page with pictures. Make sure you have voltage at the wires shown and clean the grounds real good, as grounds are one of the more common problems with this systems.
If you are saking where on the motor it is located, it is on the rear of the notor under the air cleaner housing on a nonturboed motor. On the factory turboed motor it is on the passenger side valve cover. The first link Snapon shows is the entire controler. the second link is just the relay that can be changed out on the controler. If you have a parts store near by (NAPA, ect.) ask for a GP109 glow plug relay, if you don't want to wait for shipping.

I doubt if a wallmart voltmeter is of a good enough quality to test things like glow plugs.
If their testlights are like the ones they use to sell they had real cheap cords and clips on them.
