no spark/ no start

ok so i have a 91' w/ the 4.9l efi. im not getting any spark but i am getting fuel, i started with replacing my coil pack but nothing changed, im getting 12 volts to the coil back with the key on then when i crank it, it drops to around 8-9 volts. i checked my ecu out to see if i was getting a signal problem but im not. ive been told to check the pip/crank sensor im not really sure where there at or how to test em to see if there working. if anyone has any ideas or can help it be greatly appreciated

ive replaced the coil pack, cap & rotor, wires, plus, pcm. ive checked all my grounds with a multi-meter and voltage at various other points too see if something is not getting power. im at a total lose here
