What's this thing?

What's this thing? And why does it sometimes buzz when I turn the key on? It is located on the passenger side wheel well under the hood...Also, what is the fitting that has nothing hooked to it?

electric vacuum pump. Vacuum has bled off somewhere and has to rebuild.

i think that is the input for the pump.

Vaccum intake ? Or...exhaust ? If you're creating a vaccum reserve...you need to send the air out. Perhaps I shouldn't have slept through all those science classes...
