dp tuner radio interfearence
Ok so you have RFI with the chip plugged in, but in ACC or chip unplugged there is no RFI...
I have to wonder if a ferrite bead on the chip cable would help, but I would start by contacting DP-Tuner and ask them how to eliminate the problem. They may just send you a different chip and switch to try out. If it still does it you may need to try checking grounds for your radio and maybe try a ferrite bead on the chip cable. If it still does it after all that, I'd just sell the DP-Tuner and switch to a tuner that uses TS style chips.
This issue has been associated with Moates chips/cables/switches for quite some time. Some people have no problems, some people do have problems. Whether it's a chip issue or vehicle issue, I'm not sure, but switching to a TS style chip will eliminate the problem.
EDIT: just saw you've already tried foil wrapping and a ferrite bead.... My bad.

Where is the display mounted .. in / on the dash? Have you tried to move the actual display farther away from the radio. LED type displays generate a huge amount noise and I could see it interfering with the radio, especially if the radio itself was not very well shielded (plastic). Not saying that is the issue, just something I would try if in your situation.

My Dad had this exact same problem when we put a DP chip with the guage pod switcher in his '02. I will see him this weekend and ask what he had to do to fix it. I think he had to add a ground, but it's been a few years and I'm not sure.
