Won't crank over

I have a 2004 6.0 L that wont crank over soon as it gets below 20F outside. I the summer it fires right up. This has been a issue for 3 winters now. There is no clicking sounds or anything, I have changed batterys, plugged it in ect, lots of power in the cab and lights dont dim during when I attemp to start. Every so often it does crank over and start???

Any ideas?

What do you mean by wont crank over???

You turn the Key and nothing happens the starter doesnt engage Just Nothing?????

A little more information will help, right now it sounds like something in the steering column.

Starter does not engage, nothing. I also tryed moving the gear shifter back and forth and nothing.

There is a yellow with light blue striped colored wire adjacent to the passenger side battery in the engine compartment, near the vacuum pump that has a "squeeze-and-pull" type connection. Disconnect it, and jump the male end of the connector to the passenger side battery positive terminal. The starter should crank when you do this.
