transfercase not engaging

transfercase not engaging
i have a 2000 f 150 4x4 with the esof and i can't seem to get the transfercase to engage. i can hear the hubs lock in and it locks up the driveshaft so i know that they are engaged. i can also hear the transfercase motor turning and when i take the motor off i can see it turn too. with the motor removed you can see 3 markings for 2wd, 4wd, and 4 low on the transfercase. i can turn the three sided rod to any position without any resistance and it does not make the transfercase engage. i would think that turning that rod should engage the transfercase or am i wrong.
