That makes no sense.... what is your battery voltage? Sounds like you might have fried your multimeter.... is the 15v when the engine is running or off? If its 15v running i would say your voltage regulator is toast, if 15v engine off, id say get another multimeter.
I hate to tell you this, but if smoke came out of your dash, you've got to pull the wiring harness. Smoke means insulation is gone. It's anybody's guess as to what is shorted against what now when you turn it back on.
Without being there to see exactly what you did, I can't tell you what you would have fried. The 15-volt reading makes no sense; check the batteries in your meter.
Just fried my harness after quickly rigging the wire for my electric choke, the insulation rubbed through, caused a short and fried the stator wire all the way back to the ignition switch. That wire needed complete replacement, and several other wires got melted together and had to be separated and fixed. This all happened when i was driving and luckily I was close enough to my shop to limp back. If you fried something, I would pull everything apart, untape the whole harness and inspect it to prevent other problems down the road. There could be a real mess under all the old electrical tape. If I were you i would take something else to the parts store til you got it all squared away.
