603/605 can be caused by removing fuses, disconnecting batteries, changing programs, or a flip-chip. Could also be a PCM problem, but that's pretty rare.

If I don't have a flip chip, haven't changed any programs, disconnected batteries or pulled fuses, would it be safe to assume my PCM is actually bad?

Generally speaking, if your scanner is communicating with the PCM... the PCM is good. What is it doing, other than the code, and what are you using to scan it?
Is the Wait To Start (WTS) light coming on off like normal?

Have you pulled/checked your fuses?
The WTS light functions as normal. Not sure on the scanner, the international dealer pulled the codes.
The truck will only crank when its cold, will not start. When warm or plugged in it starts fine and runs great.
My GPR is brand new, all my glow plugs test good, and the passenger side has 4 new glow plugs and a new UCV harness. Glow plug system "functions perfectly" according to the international dealer.
