bad idle while engine is cold!

I believe it is a vacuum hose so i was snooping around some of the hoses and noticed the hose that says Gas/Fuel on it. It is located at the top of TB and runs up to a black port thing and it is connected with a green plastic piece (sorry i am only 17 so i don't know a whole lot about this stuff). The green plastic piece moves and seems broken but i am going to check here in a little bit once my engine is cold if it leaks.
