Surging high idle when cold

The high idle on my 92 with a 302 will go up and down when cold,its been doing it since I bought it and is it normal and if its not what could be wrong and the check engine light has not come on. Jeff

I would start by cleaning the IAC and if that doesn't help it might need to be replaced. Also could be a bad TPS. I would start with those first.
