Bucks when towing

I have an 88 F-150 2wd gas 302V8, auto. It was converted from 6cyl manual by the previous owner. Engine and tranny claimed to have about 88k on them. I've hauled loads in the bed with no problem. No problem unloaded, it shifts and rides fine. When towing anything, there is a distinctive bucking, or surging. The engine sound doesn't change, but the truck feels like it hit a small speed bump. It gets a little better when it shifts into overdrive. This last time, it had maybe 500# in the bed as well as a 3000# corn picker on the hitch and it bucked badly. Any suggestions?

WAG: Your lock-up torque converter is slipping. Maybe.

Doesn't that only lock up in overdrive?

I think they lock up in 3rd also. WAG alert again, but I have seen reference to that, as well as had vehicles that did that. (cars)
