this is a very common occurance. every Ford I've owned from 1990's models to current are exactly the same in this respect. The tank always has a 4-5 gallon "reserve" from when the gauge says Empty vice how much you can actually stuff in there.
I think Sand_Man hit the nail on the head. This is Fords way of keeping Joe Public from ruining his vehicle.
My Expy has a 32.8 gallon tank. I have never put more than 27 gallons into it. I've ran it down until the cluster was showing red colors and said <10 miles to empty.
The PCM is continuously calculating the dte and fuel level as well as the avg fuel economy it's just part of the program, it does not relearn this by how you park or wether or not you let it run while fueling it just uses an average float position and not the true float position, if you want less " reserve" buffer just set the float ^so at full drop it is 1/4" from the bottom of the tank, but warning when my 02' now says 0 miles to empty I have to shut it off or it's gonna stall! The gauge reads right in the middle of the "E" line

Actually, your right and your wrong. The PCM only calculates the DTE based on existing running average and the amount of fuel it sees at start up. As your driving and adding to the running average, this could offset the DTE but it's still based on what it sees at startup.

The DTE function will display LOW FUEL LEVEL and sound a chime for one second when you have approximately 50 miles (80 km) to empty. If you RESET this warning message, this display and chime will return within 10 minutes.
DTE is calculated using a running average fuel economy, which is based on your recent driving history of 500 miles (800 km). This value is not the same as the average fuel economy display. The running average fuel economy is reinitialized to a factory default value if the battery is disconnected.
It only does the instant calc for the display at start up the PCM will adapt the dte if fuel level increased while operating it just does not give the display instantly just like it will not show the new fuel level for several minutes as it comes up slowly, it is trying to average the float position as it recalcs during normal operation
