I recently put a new shift collar in my 66 f100 (3-speed). Through the column flange between the shift collar and the wheel are two small bolts, coming up through the flange and attached by two 7/16" nuts. The set-up can be seen on the link below, parts 19 and 20. Those bolts have square heads on the underside of the fklange. Not being certain of their purpose, I removed the two nuts as I was disassembling and of course the bolts dropped out, no problem. But once I went to reassemble I was unclear about how these bolts went back in and what purpose they served. If I put the bolts in the flange and tightened the nuts first, the flange would not go back on as the bolt heads were in the way. If I just left them out altogether it went back on easy. But I'm thinking they must serve some purpose. Does anyone know what do these bolts do? and how do I get these bolts back in and still be able to get the flange on?

This is why taking pictures is important when parts are disassembled, because y'all cannot always rely on memory where stuff goes...when it's time to reassemble.

Thanks Bill, but I think I got that part right. As I wrote, the the bolts come "up through the flange." and "have square heads on the underside of the flange." That's also the way it's shown in the catalogue link I included.
Tape the square head bolts onto the outside of the column with the square heads in the slots on the top & bottom of the column. Then slide the flange onto the bolts & screw the nuts onto them. You have to fiddle with them quite a bit to get it all back together, and the bolts may fall off a few times, but that's how I did it.
Barely thread the nuts onto the bolts. If you push the nuts toward the center of the collar it will force the bolt head to the outside and allow you to fit the collar onto the column. Jiggle it around slightly to ensure that the heads have engaged the slots and tighten the nuts.
