Commercial plates are only required in NY if the vehicle is over a certain GVWR (which IIRC is 8500) and is primarily used for work purposes. You can take an F-350 with passenger plates on parkways without a problem.
Also, I think NY lists curb weight on titles. When I registered an F-SD wrecker, they told me I had to list the weight as only 4,500 (I guess that's the weight of the chassis cab). Then they asked me what I wanted to have as the GVWR on the registration... you can tell them anything apparently. They don't care what the wrecker weighs as long as your gross is under the registered amount. The wrecker body itself is part of the "load".

I guess I am a little heavier than I thought. I can't tell what the CA is on that truck... mine is 60". How did you get all those leaves in the back? My '88 only has two in the top part and I think 5 in the main section.

It is a 137" WB. The truck was a Former Oil Delivery truck w a 800 gallon oil tank on the back(tank, oil, pump weighed 6,800) so they took it to a spring shop and had extra leafs added. Doesnt really matter though. Truck was only rated for 11,000 and that is all you could legally haul with it, but everyday they went out weighing over 13,000. Then there was a 9' plow that hung off the front weighing another 1000lbs
